Discount In Rent After Ike

I am an owner of the small apartment complex in Galveston, TX. Whole island was mandatory evacuated on Sept 12 and only on Sept 24 Galveston was open for residents to come back after IKE. My tenents claim two weeks of free rent but I have my mortgage obligations and do not feel like giving discount. My tenants saying that it was in the news papers and on TV that landlord shoul give them next month discount. Please advice.
 
Who cares what was in the newspaper in regards to tenants getting free rent?

Remind your tenants that there are folks whose homes were destroyed by Katrina, leaving (literally) just slabs where houses used to stand and THEY are still responsible for mortgage payments on homes that no longer exist.

Unless your mortgage company cuts you a deal, you are under no legal obligation to do the same with your tenants.
