Criminal Records, Expungement Dismissed citation and expungement

If a citation for class 2 misdemeanor is dismissed and then a petition is filed to get it expunged, can immigration authority while adjusting status within USA hold it against someone. Can a dismissed citation and expunged charge be visible to immigration people.
