Divorce Decree stipulation concerning medical insurance in Tx.

My brother and his exwife have been divorced for over ten years now. However in the divorce decree it stipulates that any medical expense occured after the health insurance pay's are to be split between both exspouses. My question is this "Is vision and dental considered a medical expense?"
