Divorce from immigrant

I live in PA.
Back in 2000 I met an Irish guy (illegal here in the US) and we had a baby. We married in 2003, and I left him in 2005. When we married, thats all that was done, he didnt go for citizenship or anything of that matter. And im sure me marrying him didnt automatically make him legal here? Anyhow, that doesnt matter because after I left him in 2005, he left to go back home (Ireland) in March 2006, the weekend of St Patty's Day (how convenient). He has been gone since and has only contacted me maybe 3 times during this whole time. And his daughter has since stopped asking about him and calls my boyfriend "daddy" now. Here are my questions:
1. Where and how can I divorce someone not in the US, and I dont know where he is.
2. Does he have any legal anything towards his daughter because he's been gone all this time with little/no contact to her. (Must add, we did have a court order for CS, that he hasnt paid since he left)
3. Can my boyfriend adopt my daughter since the biological isnt in the picture? Do him and I have to be married first?
