Do I Get My Down Payment Refunded

On Feb 8th 2014 I went to a dealership to buy a car (financed). I found the vehicle, signed paperwork, put $1500 down. 2 Weeks fast forward, the dealership calls me to tell me that i need to come in ASAP to sign new paperwork. Anyways i go the next day and they are stating that the interest rate has gone up to 17.99, that my payments each month would increase by almost $40 and that the price of the new car note each month DIDN'T include the gap insurance that I had originally wanted AND signed for in the paperwork two weeks before hand.
They also stated that they're not sure if they can give me my down payment back, that they might charge me .20 for every mile i drove since leaving the dealership. Thing is after doing research and trying to view every related article i could to mine, i came to the conclusion that... The dealership can't charge me for basically renting the car for two weeks and that they have to refund my money fully bckuz they are the one who voided the contract. I want my money back and if needed i will file charges through small claims court for every nickle and dime that i had put down. If anybody please could give me any more information regarding the situation i would really appreciate it. On the paperwork i signed on the back it has a bullet point that is headlined "SELLER'S RIGHT IN ABSENCE OF CREDIT APPROVAL" in that paragraph it doesn't state anything about what the dealer told me.. i've looked through all my signed documentation and do not see anything regarding what they stated. AZ law clearly states the dealer keeps ownership interest in the event of financing failure. To keep the car it appears you need to find your own financing. It also appears you bought a car you cannot afford.
 
You had the car for two weeks. You will be expected to pay for that time and use of the vehicle. The inability to obtain financing is more your problem than theirs. Always secure financing before committing to a purchase.
