Do I have to allow painter to 'fix' his work? GA

I had a painter come to paint my house for 1650- his estimate said that this included scraping, sanding, and replacing of rotten wood. He did a really poor job with no prep work and the paint is peeling and bubbling in many areas . He painted over the rotten wood. I had 3 other painters give estimates before and after his work- they all three were around 3000-3400 and all three told me that they would have to redo the job completely after the came back to see his work.

After much drama, the painter wants to come and fix his work, but I really would rather just have another painter do the work. He has been dishonest (lying about what he has done and what materials he has used) and I don't trust him to do acceptable work. Can I just have someone else fix it and deduct the cost (which would obviously deduct the entire balance I owe him) or do I have to either pay him/ let him do the work?

Your first clue was the estimate that was half of the others. The easiest thing is to pay him something and get a release and then have it done correctly.
 
I know- bad decision on my part. If we agree on an amount he is to be paid, what do I need to do to make this official (so he can't change his mind and put a lien or sue later). You mentioned a release- is that the same as a lien waver?
