Docked a day's pay as punishment

I work for a County Office of Education, I am not a teacher, but an hourly classified employee.
Recently I was put under fire for using personal e-mail system at work (only once). They decided to punish me for "wrongful use of office equipment" and the Assistant Superintendent docked my pay for 1 day.
I live in Southern California.
Is it legal to punish me with taking my earned wages? What should I do at this point?

They cannot dock your pay for time worked. They can suspend you without pay or discipline you in other ways (up to and including termination) but you must be paid for all the time you actually worked. There are NO circumstances whatsoever where it is legal for you to work for no pay.
