Does this brake any law?

Hello! I am a webmaster. I live in Russia. I specialize in data entry solutions. I am not a company but work myself and intend to hire freelancers. I want to hire people from USA. I have clients that order data entry. I want to post jobs on diffient sites. Lets take an example. For example I posted a job. And after it I ask people who responds me to pass through a test. I offer them to fill few (5-10 pages on diffirent websites) of information. This information can contain their personal information too (adress, email, no payment info no payments needed, just some data collection). When I see the results and my clients see the results, I choose one or few of them. But what if for example I posted a job ad. And I got many responses. I asked them to fill these pages to test their skills (speed, grammar, etc.) and for example my friend contacted me about this job in the end of testing of all these new seakers, and I hired him in the end (because he is my friend and he can do the job too). Does this break any law if I hired my friend in the end and not one of the seakers? They have done some test job (5-15 mins), so is it legal or not not to hire them all? I just want to hire some few people, but don't know is this legal not to hire them in the end of testing, if they passed test and already done some test job for my data entry clients? Will be glad if someone who knows the laws in USA could help me to find this out. Waiting your replies. Thanks.
 
Generally speaking, you can hire whomever you want to. However, if they are working in the US, you have ALL kinds of laws to comply with and they are way too broad to cover here.

Thanks. To make it clear, if I didn't hire all of the seakers, did I break any law (or if I hired my friend)? Test task need to be paid for to all of the seekers or not?
