We live in King County Washington state.
Neighborhood woman uses the epa, code enforecment office, and animal control against neighbors, and this week it is my turn. She called and falsely accused my dog for barking for an hour and half the night before and said he did this on a regular basis. Problem with her allegation is my dog wasn't home that specific he was staying over night at the Vets after surgery! Additionally, he is nine and has hip dysplasia and doesn't do anything passed two minute intervals except for sleeping due to the medications he is on. After Animal control left I confronted her. She admitted she was responsible.
She has personally told me the lengths and extremes that she has gone to to torture other neighbors, two of which have moved. She uses anonymous tip lines with these agency to forge her complaints since the persons being accused do not have many options to defend themselves without it costing a financial drain to prove innocence.
Mediation is not viable since other neighbors have tried this solution and she refuses since it is too long of a drive for her and claims disability.
My questions regard preventing the situtation before she gets extremely out of hand.
1. Can I obtain a cease and desist order or a order of protection to guard against future harassment?
2. Is there a legal way to stop this harassment that I have not considered?
Since I realize that it is my families turn, I know this will end up costing and I might as well spend it hiring an Attorney to stop this behavior so it does not continue.
