Doll Repair Person Won't Return Dolls

Hello. I am new here so I hope I have found the correct place to pose my question.

I am looking for a law or laws pertaining to a doll repair person I am dealing with who has had 4 antique dolls of mine for over a year and always has excuses for not having them done. I don't know how much of the particulars I can post on this board so I will just leave this message brief. Does anyone have any info on this subject?
