Driver's License Question

I recently moved from California to Virginia. The judge in California STAYED my 18 month conviction program in California so I can obtain a driver's license in Virginia because I do not intend on moving back to California. Virginia wil not issue me a license until I am cleared from California DMV. California DMV will not honor the judges descision to
STAY the 18 month conviction program nor wil they honor a 18 month program completed in Virginia. Can I obtain some type of hardship license? Where I live, there is no public transportation, one taxi company, and I need to work and take care of 3 small children.In other words I cannot survive without a license?
 
Call the clerk of the court in California and see if she can be of any assistance. This is not the type of situation where anything on a public forum would be of help.

Thank you. I have already contacted the clerk's office In California and the courts and the DMV are two different entities . Is there anyone that I could write to about my situation? Congressman?
