Drivers License Violation HELP!

I am new-ish to California. I was recently pulled over in a speeding trap. The cop let me off with a warning for the speed, HOWEVER my license did not have my current address on it so he wrote me up with a non-correctable infraction for "Failure to notify DMV of Address Change within 10 days." He never asked me when I moved to the current address. I got a California license when I moved to the state but have moved about every 6 months since then and was unaware of this 10 day rule. I received the ticket in the mail yesterday and it is for $202. I think this is ridiculous! Is there any way to lower the amount of the fine or to convince a judge to only fine the amount of a fix-it ticket?
 
What is the code section under which you were cited?

It is very likely that if you correct the problem the court will dismiss it thus leaving you liable for only a $25 court fee.

Here is the charge:

14600. (a) Whenever any person after applying for or receiving a
driver's license moves to a new residence, or acquires a new mailing
address different from the address shown in the application or in the
license as issued, he or she shall within 10 days thereafter notify
the department of both the old and new address. The department may
issue a document to accompany the driver's license reflecting the new
address of the holder of the license.


This should be correctable. If an officer will not do it (or it is checked as non correctable on the citation) then the court might choose to do so.
