Drug Crimes, Substance Abuse drug court

i am currently in drug court in mississippi. my move up date to be finished is sept 7,2012. the director is making us test until graduation date in oct. I have finished and failed for levaquin. now he says i m going to prison. can he change the rules to suit himself?
