In California I sued 2 doctors. 1 far more negligent than the other. The less negligent has offered to settle. My lawyer wants all of it to offset the exspenses involved in continuing to sue the other doctor. I want to split it per the contingency agreement. She says if I dont let her have all of it I can terminate our relationship. She was hired on a contingency basis. What do I owe if I dump her? What other down sides are there.

You will owe her whatever is in the retainer agreement. It depends on the status of the case. Usually you are responsible for costs and she should give you an accounting. Depending on the values, this could be all of the settlement or it could not be.

Can my lawyer force me to settle

If I settle with the doctor#1 and get nothing, why settle? Can my lawyer force me to settle?

Your lawyer can't force you to settle. But they can drop you if you refuse to follow their advice, and they can stand on the terms of the retainer agreement which may make some courses of action less appealing than others.
