my neighbor was using his dynamo-meter really late at night (2 a.m.); the noise is unbearable loud. What are the laws on using the dynamo-meter in Florida?

It might be a noise ordinance violation. If its noisy and late, contact the police who'll respond and investigate.

Since different neighborhoods may prefer to regulate noise differently (for example, younger versus elderly), it probably makes good sense to have noise ordinances enacted in local law.
