When does the responsibility or liability change for the producer of waste in a buy sell agreement? Meaning if waste is purchased from a producer that generates electronic waste, does the responsibility transfer for these items when it is purchased? If not, at what point is the producer that generates electronic waste relieved of their responsibility? Thank you.

There is no easy answer for this. Look at your agreement first, which should cover the issue. Arguably, the entity producing waste is responsible for its own property but, without many more facts, the question cannot be adequately answered.
