emancipation or at least termination of parental rights

I know that NE doesn't have a formal law on emancipation, but I was wondering what the options were. My boyfriend has had troubles with his parents his whole lif, though he moved in with his dad and step-mother only four years ago. His step-mother is manic-depressive bipolar and schizophrenic. His dad lets her kind of run the house even in this condition. He is currently being kept in his house, only being taken to and from school, and apparently grounded from work. They took away all contacts to anyone (his phone, his truck, and I have his computer). We have been in this situation twice before, once he was kicked out then threatened with the police if he did not return. His dad was so slick as to erase the message on his phone, telling him to pack his stuff and get out. His dad has also kept most of his money, once charging rent after making him stay in the unfinished basement, not giving him the option to leave. Sorry it was so long, there's still more to the story but hope its enough.:confused:
 
Sorry I also forgot to add that he is 18 and will turn 19 May 9th of this year....do we have to suffer through these two months, so that he cannot pay for his schooling when we move out
 
Where is he working full-time so that he can support himself 100%?

If he is not doing both of those, then he is not emancipated.
 
he works about 30-35 hours per week and he has pretty much supported himself as long as he has been working
he pays all of his bills himself, and my dad offered us a place to stay if we decided we could not afford an apartment by ourselves right away with college expenses...as I said, his dad takes money from him, not the other way around....sorry if it sounds defensive, he's been trying awhile to leave that house

i was also wondering if it was legal for all of the thing that he's paid for to be taken away (i.e. cell phone, truck...ect) and if he could actually be grounded from work?!?!

I was also wondering if it was true that if he moved in with someone else and continued to go to school everyday that even if his parents called him in as a runaway, the police couldn't do anything about it (I've heard about such cases here in NE).
