Is it illegal to contact someone's emergency contact, not only in a non emergency, but when the employee is off the clock?

It would help if we had more details/information - contact them for what etc. Thanks. (I wouldn't think it would be illegal though.)

I'd want to have details before I responded too, but just off the top of my head I cannot think of any circumstances when it would be illegal to contact the emergency contact, whether the employee is on or off the clock. What was said to the emergency contact *could*, depending on circumstances, be illegal, but probably not the contact itself.

How one defines the emergency is a consideration. If you owe someone money and do not answer your phone, they might feel it is an emergency that you are unavailable to discuss late payments.
