Are employers allowed to add termination reasons after giving an initial termination letter?

I was let go from a technology school for possibly not following a purchasing policy. After they gave me my termination letter Dec 7th, I waited a week or so and decided to request an appeal to the board of education.

After this, they then sent another revised termination letter stating that after my termination they felt further investigation was in order (gee, i wonder if that because I appealed). They added an extra policy violation.

Here is their policy
tulsatech.edu/About/Content/PER-04%20Reemployment%20Non-Reemployment%20Suspension%20Demotion%20or%20Termination%20of%20Support%20Personnel.pdf

It seems to me that per section 4.2 (pg 8), that they had to have all their reasons for termination in either the 1st letter they sent. I do not see in their policy where it allows for revision.

Please help as i am going before the board very soon.
Thanks

Are their assertions correct?
If you wish to prevail on appeal, make sure you present YOUR case.
Do not worry or fret over what they might say.
You simply have to prove your case.
Gather your evidence and witnesses and prove them wrong and yourself right.
Do that, and nothing they say will overcome your truth.
Good luck!
