Employment law/paychecks

This is an employment law issue; I was terminated from a position in May 2008 (under false information--which could have bearing) and as of this date, the employer is refusing to issue my final paycheck. Reason?--they say I will NOT receive it because they are using the money to pay the temporary hygienist's salary for the day in question. I DID authorize them to with-hold the $35-40 to cover the temporary agencies FEE to send the temp to the office, but NOT for the entire daily salary!! I now have this with-holding reason in writing. (I was fired because the temp could not work without the doctor present--yet the office manager gave me permission to hire the temp--(but denies she did) she should have known if the doctor would be in the office.

Second; My current employer has had a history of pay-related problems such as; sending employees paychecks to the wrong address, issuing them for the wrong amounts, issuing them without signatures or the routing numbers at the bottom, or--is the past prior to my employment--bouncing altogether! I was to receive my current paycheck Thursday (3 days age) by mail. At of this date, 3 days later, I have not received it--what legal actions can I take even if I do get it tomorrow?

NE Ohio really has some BAD employers. This is the only state I've lived in where this is a rampant problem.
