encroaching

Our neighbors have overgrown shrubs that are encroaching and blocking part of my driveway. my driveway will hold about 5 cars but with this encroachment it will only handle 2. If I cut the shrubs am I liable for any damages to their shrubs and if I have a landscaper do the job should I bill them for the work. If they refuse to cure this what are my options.

Going from a 5 to a 2 car driveway is a big difference. I'm surprise you haven't chopped those shrubs up yourself yet.

You can cut whatever is on your side of the property line. I suppose you could bill them, but if they don't pay you would have to sue them. As long as you take due care, I can not see you being liable for "damage" to the bushes.
