Engine repair gone wrong

In Ohio,

Just had $2,200 worth of repairs done to my truck (1998 GMC with 190,000 miles)

Including timing belt, distributor, s-belt, and oil change

Drove truck off the lot and didn't make it 5 miles before the truck shut off...now told that the engine is completely locked up

Repair shop had it towed back to their shop and diagnosed it

Said they are willing to do all the work of putting in a new engine if I buy it (new or used)

What is their liability in this situation?

Their liability, IF ANY, would be revealed somewhere within the documents you signed authorizing the repairs to done.
Don't get too excited, as usually the work you describe is rarely warranted or guaranteed.
 
If this was an S15, car-part.com has some engines with 50k+ miles less than yours for about $450 around OH. Checking one out in person before it is removed and using a hydrometer is best due to the cold winters.
