Enhancing a product

Is it illegal to buy a natural liquid soap, add several ingredients to enhance the product, package the product in different packaging and then sell it?

Tricky realy because without permission to "Enhance" the product from the original owner then they cannot be held to account for there product because you have changed the orignal make up. Even natural products are subject to tests.
It is realy something you should discuss with them or the FDA.
