Hello. I work for a large firm as a lower-level administrative assistant. Occasionally I do some one-off type of jobs for higher level people, and that does not bother me. Recently, however, myself, and several other staff members at my level have been asked to provide regular, on-going coverage for a supervisor at a higher level than us. This is not a one, off, short term coverage, however, ongoing, constant coverage for days she is out. We will perform the same tasks, have the same responsibiliies, and even have to schedule our vacations around providing coverage for her (note that there is a back up and a double-back up schedule) and we have to constantly check to see if we are providing back up or double back up coverage for her before asking for a day off when we do not have her job title or salary. Is this legal- to constantly perform her job without getting paid the same salary or having the title on a regular, on-going basis?

Yes, it's legal. Your employer sets the rules. You do whatever (including work) your employer tells you to unless you have a binding employment contract to the contrary.
 
If you are unsatisfied with your current employment situation, you're always free to seek a better, happier, more lucrative employer providing the things your current employer doesn't.
