I suspect someone (surviving spouse and executor) who didn't file an Ohio Estate Tax or disclose all their assets in Probate Court. This couple had well over $1million in assets in Ohio. The spouse died in 2007. Who would I report this to?

The Ohio state agency that confiscates the wealth and treasure of innocent citizens would be happy to hear from you. I'd stay out of this, but that's where you might start.
