Ex-husband and credit card use

The story: My daughter was married to a spoiled young man for two years. After the separation, he opened up a credit card with both of their names on the acct. (without my daughters knowledge) and then maxed it out to the tune of $6000. Divorce papers gave him the task of paying it off, which he did. He told my daughter that he had cut up the card and she was free to go. Today (they have been divorced over one year) she pulled up a credit check on herself and there was another balance of $1500. on that same credit card. Her name cannot be removed from the card because there is a balance outstanding. The ex will not return her phone calls. His "daddy" is the circuit court clerk of the county and my daughter was told she had to file a civil suit against the ex. What can she do? Thank you.
 
First she needs to call the bank and demand this card be closed,and GET IT IN WRITTING that this account is closed and will not be opened again. Second, if she never signed for the credit application she needs to file a fraud police report and file a affidavit of forgery w. the bank ASAP. Otherwise yes she is responsible for the balance and if that card is not closed she will be responsible for it forever. If she gets the card closed and has a letter and they reopen it back up I would fight it to the top!
