My father passed away in April, the executor has let his brother and family move into dads house, how can I make sure he pays rent. The utilities are still on in my dads name, how can I make sure that he pays the bills and not my fathers estate?

First things first... have you talked to him about this? What has he said about it?
Notify the utility companies that your father died.
