Executor of estate.

Since my Aunt past away my cousin has been executor. For the past 4 years, we finally received some distribution of the estate. except for the sale of house and property. All this had to be executed by a letter from my personal lawyer to get her to distribute some of the estate, since she said she did not know what was there to distribute. Recently. we put the house up for sale, she kept raising the selling price to a ridiculous amount. where we could not find a a buyer. When we had a meeting with her she said she had borrowed $25,000 from the estate( could not remember what for), and there was no longer any money in the estate account. At the time of the first distribution of fouds there was $40,000 in the account left to take care of the property. Now she says there are no funds in the account. She claims she paid back the estate through paying the properties taxes. She also claims that the estate owes her, but, she can't find the paper work, said she will go to attorney to get this info.. Is she committing an illegal action?
