If your tag was taken, I guess they can.

If it was improper, your remedy is before a judge, not on an internet forum.

Without a license, I suspect you shouldn't have been driving any car.
Next time, get someone with a valid license to drive for you.
You also want to make sure you have insurance.
Without a license, insurance could be impossible to obtain, hence another reason not to drive or put a car you own on the road.

Why would you be concerned - you aren't allowed to drive anyway if your license is suspended.

It seems unusual to have taken the tag. You will have to sort that out with the agency and the DMV.
When you drive with a suspended license you make it possible for the police to take your entire car, so maybe you are lucky he only took the tag.
