On vacation this summer i passed a toll booth in illinois because it was poorly marked and it would not have been safe to move over to enter the toll plaza. I first got a notice from the rental car company that my credit card would be charged double the fine ($20.00 x 2 = $40.00 then also recieved a notice from ill. Tollway claiming that i had passed 4 tolls, which i did not, they want me to pay 4 fines of $20.00 each and the tolls which amount to less than $4.00. Can they take any action against me ?? I am a licenced driver in and am a resident of north carolina.

Yes they can take action against you.
If you don't pay up, or otherwise resolve the matter, you may find that your driver's license has been suspended.
This sort of thing usually catches up to you when you renew the registration of your vehicle each year. The longer it takes you to pay, the more you will owe.
If you missed one toll booth, I can find it easy to believe that you missed three others. They likely have photo evidence of each one.

Nate, as a resident of Illinois, I apologize to you.

The tollway system here is a source of aggravation to many residents who have had issues with missed tolls, fines, billing, etc.

It's possible that you didn't miss 3 additional tolls, but you will find it very time consuming, aggravating, and expensive since you live out of state, to contest their fines.

Sorry!
