failure to yeild emergency vehicle

recently I received a citation for failure to yield and emergency vehicle. I was on the freeway in the middle lane. up ahead on the right shoulder just before the offramp was a highway patrol with his lights on. the officer was walking back to his vehicle after returning from another vehicle he had pulled over (about 200 yards away from his vehicle). the car was also on the shoulder but was about 100 yds the offramp. the officer returned to his vehicke, at which time the other vehicle drove away. the offramp was the exit I needed to take so I slowed down and merged to the right hand lane. as soon as I began to exit the officer immediately got behind me and I pulled over

If you feel the citation was inappropriate, plead not guilty and pursue this in court.

Traffic court (and traffic citations) are revenue generators.

Yeah, yeah, yeah, they say safety, but warnings could educate the public better.

Anyway, you are wasting your time here.

Hire a lawyer, fight it yourself, inquire about deferred adjudication, or see if you can do traffic school.
