Father put bills in my name, very confused

A few months ago I received notice from Verizon that I had an outstanding bill in the sum of $470 dollars. Since I had never opened an account with them in the past I called to correct what must be a mistake. Turns out, my father put a phone in my name in 2003 and never paid the bill.
I am 20 years old now, so at the time the account was opened I was only 15. I figured that this would be easy thing to correct but so far have had no luck. I went to the police station and filed a report. (they were familiar with the situation since my sister went through this as well a year ago) I was told to fax that to the collection agency.
Today I called the collection agency to try to figure out to whom I should fax the report to and they informed me that I could fax it but it wouldn't make any difference. They said that this is not considered fraud and that even though I was under age at the time the account was opened it is still in my name, therefore making me liable. Now they say I have a payment due on the 15th and it will start to affect my credit.
I am at a loss of what to do at this point. I really thought that the police report would clear this up, especially since I was under age at the time. My sister said that worked for her. I knew a collection agency would be hard to deal with but this is absurd, they just wont budge. Any advice would be greatly appreciated. Thanks in advance.
 
Time to hire a lawyer.

If they can't prove you opened the account and sue you, you can counterclaim for a big bundle.
 
I defiantly didnt open the account myself. I assume what happened is the woman that my dad was seeing at the time opened the account and used my name. What would I counterclaim for? All I really want is to get them to stop coming after me about the bill, and get this taken off of my credit record. Even though they say it hasn't affected my credit record yet I'm sure it now shows that I supposedly had a bill that went into collections.

Also, like I said they say I have a bill due on the 15th of this month for the first payment on the balance. I was told that if I do not make that payment they will report me to the credit bureau. I dont want that to happen but I am also not sure if I should just make the payment or not. Any thoughts? I dont know if that will be like admitting it was me and stop my chances of getting rid of this.

Its only a small amount of money, but thats not the point, i dont want bad marks on my credit score for somthing I didnt do.
