Is there a federal statute requiring individuals to either give their full and true name, or otherwise provide identification, to federal law enforcement officers? Whether they are being detained, are under arrest, or otherwise?

Does this change if they are on a federal property?

Whether you are required to ID yourself or not depends on the siuation. You are never allowed to LIE to the officers, but there are some situations where you do not have to identify yourself.

Perhaps if you articulate the specific circumstances you were considering.
