Filing Criminal Charges

It is my understanding, but I'd like to verify, a governmental body with the authority to do so are the only ones allowed to file criminal charges against someone?

It stands to reason (although oftentimes reason a/k/a logic appears to be only loosely connected to the legal system) it wouldn't do to have every Tom Dick or Harry filing criminal charges against each other. Any disgruntled neighbor or wild-eyed motorist would be filing charges left and right against someone they had issues with.

I'm mostly certain I know the answer but just throwing it out there anyway.
 
The district attorney will determine if criminal charges will proceed, however in a civil action anyone can sue another person for anything.
 
Of course if they lose (as some people seem to be on a streak of) then they have to pay the legal fees of "the other side".

Lol!

Some things are a given.
