Consumer Law, Warranties Filing for a lost title in a different state

I have a bill of sale with buyer, seller, and 3rd party witness signature. I bought a car in Tx then moved to CO, they mailed the BOS, but it never made it. What do I need to do to file for lost title?

The owner of the car ( as it reads on the title ) needs to request a duplicate title and release it to you once they get it
