fine problem

I have a friend who had an iilegal attachment fine of 190 dollars. He set up a payment plan and made a couple of payments. He called and asked the remaining balance on his fine. He was told 40 dollars. He went to the court to pay it. everything was fine they said they'd mail him his reciept. The next day a warrant went out for him for the fine. The fine amount went up to 240 dollars. how can they do that and what can he do?
