Fines for garage use?

I live in an apartment building that seems to be on the verge of legal violations. When we signed our lease we had trash days stated on the lease of Tuesday, Thurs and Sat. They have since changed the trash days (twice since February this year) and they send out threatening letters saying that they will 'fine you $25 dollars if you leave your trash out on non trash days. I don't really think they can do this, but being law abiding citizens I don't really have any fear of being in violation. :) However, I was curious to know what legal rights they have to do this for real.

Several weeks ago I received a notice on my door with an amendment to our lease requesting signature stating that we agree to only use our garage to store our vehicle. I refuse to sign an amendment to a lease that has previously been signed, so I threw it away. People are parking their cars in the guest parking instead of using their garage and it is causing parking issues. That is fine except we have a parking place in front of our garage where we park our car because we use the garage for our two motorcycles. They are saying that they are going to fine $50 dollars after inspecting our garage if we can't park our car in there. I am livid to think they have the right to do this, especially because I didn't sign the requested amendment received a few weeks ago. What can I do about this? They are going to be inspecting garages this coming week and if I get a fine I feel I should seek legal counsel. Do you agree? Thanks for your time!
 
What does your lease agreement say regarding terms and conditions of the agreement being subject to change? That is your first item on your homework list. If they state that they can make changes as needed, then you must comply. Also, if a landlord is ammending a lease and you are refusing for no apparent reason or for reasons that you don't agree with, they can fine you and possibly evict you if you are not in compliance. Seeking legal counsel is not always the answer for issues that require only common sense.
