Traveling on 206 in New Jersey I was caught moving 67mph in a 50mph zone. In New Jersey, 15mph over the speed limit will result in a fine and 4 points. However, 1-15mph over is only 2 points and a fine.

Here's the story:
I had just passed another car around the speed limit when the road began to go downhill. Being a new driver, I did not realize just how quickly I was gaining speed, in fact I was braking to slow down from after passing the other vehicle. My parents are already restricting my driving and taking a few rides with me so that we can all feel comfortable. Also, I myself took the responsibility to realize that it had been two years since I took Driver's Ed, so I will be enrolling in a Defensive Driving program so that I can refresh my knowledge of the road.

How likely is it that I can get the charges lowered by 3mph so that I receive fewer points? I was clocked by Laser at 429ft on a clear night, so it may be difficult to say the equipment was malfunctioning. How accurate are lasers? What is the success rate of lowering charges in court? How do I go about pleading? Is there anything I should avoid mentioning?

You will never get the speed lowered. An attorney might be able to do it. Talk to an attorney and see what one says. The initial consult is normally free.

Look at the info on the ticket. I'm not sure about NJ, but in Florida you have the option of taking the defensive driving course and that will keep the points off your license. Best thing to do is to talk to a traffic attorney. Many times they can take it to court and while the charge may stand, the judge can order the points removed, and given the fact that you have elected to take the course, it will help in your favor. They may or may not reduce the fine. But normally the cost of the attorney is cheaper than the fines or the increase in the insurance.
