Fix-it Ticket - now out of state

My daughter received a fix-it ticket in LA, she got the tail light repaired but didn't get an officer to sign off on it because she moved from CA to WA. She simply forgot. She didn't get notices because she moved but recently a collections agency reached her and because she missed a court date last year, her ticket has ballooned to an incredible amount due. What can she do to have this mitigated to a reasonable fee.

She can tell them her tale of financial hardship and ask them to make concessions.
If they agree, get it in writing before she pays.
If they refuse, see if they will take payment arrangements to pay off the debt.

Should she tell her story to the collections agency or the courts? If you are referring to the courts, how do I reach a live person in the California court system? Any suggestions? Additionally, she is trying to get a job, will this be on her background check? We are concerned this will prevent her from getting a job.
 
I doubt that such a citation would harm her employment opportunities.

She should contact the court in the county where she was cited. If that doesn't work, speak with the collection agency. But, if an agreement is reached, get it in writing before shelling out any dough.

She might also want to consider the possibility that as a result of her failure to appear in court her license was suspended. If her license was suspended in CA for a failure to appear it might eventually be suspended in WA when it is reported to them. This is something she might want to take care of quickly!

She is fortunate, up until a few years ago, we used to issue arrest warrants for people who failed to appear on traffic infractions.
