Can an owner of a residential condo unit sell new and used cars from this location? This owner is conducting business in the clubroom and showing his vehicles in the condominium parking lot.

Consult the HOA bylaws and if there is a violation, report the offender to the HOA and have them send him/her a violation letter so they can cease any unauthorized activity immediately or be subject to legal action.
