Food stamp & SSI benifits false claim

My friend has 2 kids on disability and they receive $250 each a month. Also the mom receives food stamps and recently someone cliamed that she sold $50 in stamps to them. Her foodstamps and SSI benifits for the kids were cut off. The foodstamp office said they had no good proof that she did it and the fact she had a store receipt showing what she brought they then gave back her stamps starting next month. The SSI office said they will start back next month also but the month she lost them they will not pay back even though she was not in any wrong. She talked to different people saying she will not get them back even if she is about to lose alot of things that she needs in life. My question is can the Social Security department be taken to court to get that money back becasue she was not in the wrong and they foodstamp office adnitted that they didn't have much proof?
 
I don't think you'd have a great deal of success suing SSI but you can certainly try if you can't jog a few people there to do the right thing. But to be completely honest - I don't think I'm hearing the whole story. How this was brought to the attention of the SSI in the first place makes me wonder including their decision to suspend distribution of the stamps too. She may be best off not rocking the boat unless her hands are completely clean of this entire affair. Good luck.
