I have divorce decree issued in a foreign country .My question do i have ti register that decree in New York Court? In the matter to married agein? If yes what kind of papers do i need to file there?

No. Divorce decrees are not required to be registered in the US.

You might one day, require a translation of the decree, if it isn't in English.

But, you are legally divorced, if the divorce was granted by the lawful court of another sovereign nation.

There are a few exceptions, but I doubt yours is one of them.
