Fraudulent Groceries bill

I have been in the US on H1B VISA.

I live in a 2 bedroom apartment. In October, another guy (also H1B) started living with me. The agreement was that he would share the RENT utilities and Groceries. He is not on the lease yet. Recently we sat down to discuss the expenditures incurred by the two of us. All utilites are in my name and I have all the bills required . He had paid for a chunk of the groceries, however he does not have the bill for these. He is showing me bank statements to prove that he had made grocery purchases.

I have come across some of the bills he claimed that he did not have, and found that part of the griceries "expenses" he claimed were were really "Credit Cashbacks" For a purchSe of 93$, the bill has an adiditonal item labelled "Walmart Credit cash back" for 60%, taking the bill amount to 154.83.

I want to find out if
a) since we did have a verbal agreement to live together , Can i ask him to leave the house right away in view of these fraudulent bills ? He is not on the lease.

b)If I do evict him, is he still liable for the nearly 2000$ that he owes me towards rent , utilities for the past months?

c) He spent 93$ and showed me the expense as 153$. Is this fraud? If i have the bill in question with me, and an email where he has sent me his set of expenditures, Can I take him to court?

d) what is the best way to handle the above situation. I need him to pay me the justified amount from the rent+utilities and also pay me the extra groceries expenses he claims he made...

e)is our H1B status in any way going to impact the way my case is considered?
 
a) Why not ask him for a list of items that he bought? Just because he's not on your lease doesn't mean he doesn't have a right to stay in the apartment. It seems like you have at best, a month to month lease. Why not give him 30 days prior notice?

b) Yes. Eviction doesn't mean someone is clear from past due owed amounts.

c) Sure it's fraudulent but you have your remedies. All you want is him out of the apartment, paid up for the expenses and rent plus any costs incurred in taking him to court, if it goes that far.

d) I've stated above. Put together a bill for this person and give him written notice to pay if he has refused to pay orally.

e) I'm not sure why your status should affect your case.
