freezing Pipe issue

I live in a samll condo complex (8 units) where the main water pipe comes thru each of our respective garages underground. we have well water not town water. when the garages were built they were not very well insulated. each owner has taken necessary precautions to ensure porper temp to keep proper water flow. My immediate neighbor refuses to take any precautions to keep garage at proper temp. Even thought a commpon pipe has frozen 3 times due to temp probelms , is it still resaponisbility of condo associaiton ot pay for such owners negligence?

What is your jurisdiction? The pipes running through the garages are probably common property running through private property. What do your condo bylaws say about such things? If they are silent, it is probably the association's responsibility since they are common property.
