From lease to month-to-month (California)

The lease with my tenant exp on Aug 1st. I sent him a new one, he wanted some loop holes made so he could terminate the lease if he bought a house. I made the changes and again sent him the new one. It has been 3 weeks. I emailed him about it. He became very defensive and now wants a month-to-month. I understand that if a new lease is not sign it becomes a month-to-month with the same terms as the lease. I want to change to a different agreement, not much change, just more specific. Does he have to sign the new one? Is it enforcable even if he doesn't sign it? Now he wants carpet too. They asked about carpet twice last year. They said it had an odor. I told them, to get some estimates of some thing inexpensive both times. Never got anything about it. The carpet is in ok condition, probably should be replaced soon, but I can't afford it right now.

If there is no signed lease, the tenant is considered to be a month to month renter (double check with your particular district in California because this state often has some strange landlord tenant laws).

Agree to the month to month lease. Your tenants seems to be a bit if a pain in a low spot. If this pain becomes too strong, you always have the option of ending the lease without posting any reason for this.

Month to month leases can benefit both the tenant and the landlord.
