front plate

ok i just picked up my car last weekend. i did not have a front licence plate on my acr and i was pulled over, but then the cop told me to rev my engine it has a new Apexi N1 Catback exhaust on it. just a preformence system not a loud pipe.. any car with a hole in the muffle is louder than mine he gave me a ticket and told me it was an over sized illegale exhaust... is this true?? please help asap im in ohio
