I got my check yesterday and I got garnished by a car dealership and I started looking things up and found out I was suppose to be notified by my job and the creditor of this before this happened and I did not even get notified after it happen by either one - Also I am on public assistance in brown county and I was suppose to be exempted due to being under proverty level. I tried sending info to my job and they said that their is nothing they can do even through I sent them wisconsin law on badgerCare and my case number and I also called the creditor to inform them that I was not notified of this garnishment and they just hung up the phone on me. I do not know what to do and do I need to have a lawyer?

Garnishment of wages is one thing, and garnishment of any welfare benefits is another. Your wages might be fair game.
If you are convinced it has been done improperly you might start by notifying the agency that issues your assisted living funds. They might be able to assist without you needing an attorney.
Otherwise, you will likely need some legal assistance.
