go to court? Speeding ticket in MN

My husband received a speeding ticket for going 83 in a 65 mph zone on the
interstate.
He also received a ticket for not wearing a seat belt, the total ticket
was $230.

First question: we reside in Wisconsin, will a ticket issued in Minnesota
be reported to our insurance company? this is his first ticket in over 15
years.

Also, we have heard from many resources that speeding tickets should be
contested in court, as "not guilty". However, my husband wasn't 100% sure
he was going 83, but he admits he was speeding. Is there any defense he
can use other than asking for proof that the laser was accurate?
As far as the seat belt issue, it's basically the officer's word against
his, and I'm sure the judge will take the officer's word. Any advice?
 
Minnesota Speeding Ticket

A Minnesota Speeding Ticket will be reported back to Wisconsin and show on your MVR for insurance purposes. If you have been with your carrier for a long time they may not check for the next couple of years so this one ticket may not have much of an effect. It just depends on the individual insurance company.

If he can return for his court date they will usually reduce the fine/points in return for a guilty plea. It is just simply a matter of economics. He will have little chance of actually beating the ticket so it may be cheaper to just pay the ticket rather than lose a day of work.
