Your question isn't clear. Please try again.

I need to know what are my right at getting my spouse to pay me money from his 401k that he cash out after receiving the final divorce decree for his signature. He did not have a problem with the fact that he had to give it but he wanted my information sent to him as well but during that process he withdrew his 401k fund and his saying he don't have any money anymore. How can I still request that he pays.

How much do you suspect he owes you?

Tell your lawyer, what you've told us here. He took the money and hasn't paid you.

You'll have to go back to court and get the judge to find out why he hadn't done as ordered.

In the end, getting the money might be very hard. If he violated the court's order, he's in trouble. That won't get you the money.
