Government Agency Not Paying Overtime for Travel - What should I do?

I work for a California County department as a contracted, nonexempt employee. I have been sent to several training courses roughly 150 miles away. During these trips I have been loaned a County vehicle to get me to and from the courses but I have not received any per diem or reimbursement for food, lodging, or overtime.

The expectation is for me to drive to these courses roughly 2.5 hours each way by leaving very early in the morning (5AM) and returning late in the evening (8PM), even when the course is 3 consecutive days. I have been told to log my normal 8 hours (length of the class) during these trips. I believe this is in violation of several state labor laws.

I would like to be treated legally from the get go (overtime and lodging expenses particularly), but I would also like to have my contract renewed with the County. With budget cuts already severely limiting our funds for employees and supplies I would hate to cripple the department any more than it already has been but I am also tired of being treated this way.

What should I do?

Are you an employee (W-2 at the end of the year) or a contractor (1099 at the end of the year)? "Contracted employee" is a contradiction in terms.
